It was an image of dusty, dirty streets and haphazard planning that greeted the visitor to Modesto in the early years. Here's an early street scene that shows an unpaved street (we can imagine what it was like when it rained), and those new poles seem to be everywhere connecting Modestans to the convenience of electricity generated from LaGrange Dam.
